In order to implement the "Small and Medium Enterprises Promotion Law of the People's Republic of China" and "Several Opinions of the State Council on Further Promoting the Development of Small and Medium Enterprises" (Guofa [2009] No. 36)，Ministry of Industry and Information Technology、National Bureau of Statistics、National Development and Reform Commission、The Ministry of Finance has studied and formulated the "Standard Regulations for Classification of Small and Medium-sized Enterprises"。With the consent of the State Council，Now issued to you，Please follow the instructions。

一、According to the "Small and Medium Enterprises Promotion Law of the People's Republic of China" and "Several Opinions of the State Council on Further Promoting the Development of Small and Medium Enterprises" (Guofa [2009] No. 36)，Develop these regulations。

二、Small and medium-sized enterprises are classified as medium-sized、Small、Micro three types，Specific standards are based on company employees、Operating income、Total assets and other indicators，Formulated based on industry characteristics。

三、Industries applicable to this regulation include: agriculture、Lin、MU、Fisheries，Industry (including mining，Manufacturing，Electricity、Heat、Gas and water production and supply industry)，Construction Industry，Wholesale Industry，Retail，Transportation Dafabet reviewsindustry (excluding railway transportation industry)，Warehouse Industry，Postal Industry，Accommodation Industry，Catering Industry，Information transmission industry (including telecommunications、Internet and related services)，Software and information technology services industry，Real estate development and management，Property Management，Leasing and business services，Other industries not listed (including scientific research and technical services)，Water conservancy, environment and public facilities management industry，Resident services, repairs and other services，Social Work，Culture, Sports and Entertainment Industry等）。

IV. The classification standards for each industry are:

（一）Agriculture, forestry, animal husbandry, fishery。Those with operating income of less than 200 million yuan are small, medium and micro enterprises。Among them，Medium-sized enterprises with operating income of 5 million yuan and above，Those with operating income of 500,000 yuan and above are small enterprises，Those with operating income of less than 500,000 yuan are micro-enterprises。

(2) Industry。Those with less than 1,000 employees or less than 400 million yuan in operating income are small, medium and micro enterprises。Among them，300 employees and above，Medium-sized enterprises with operating income of 20 million yuan and above；20 employees or more，Those with operating income of 3 million yuan or above are small enterprises；Those with less than 20 employees or operating income of less than 3 million yuan are micro-enterprises。

(3) Construction Industry。Those with operating income of less than 800 million yuan or total assets of less than 800 million yuan are small, medium and micro enterprises。Among them，Business income of 60 million yuan and above，Medium-sized enterprises with total assets of 50 million yuan or more；Business income of 3 million yuan and above，Those with total assets of 3 million yuan and above are small enterprises；Those with operating income of less than 3 million yuan or total assets of less than 3 million yuan are micro-enterprises。

(4) Wholesale Industry。Those with less than 200 employees or operating income of less than 400 million yuan are small, medium and micro enterprises。Among them，20 employees or more，Medium-sized enterprises with operating income of 50 million yuan and above；5 employees or more，Those with operating income of 10 million yuan or above are small enterprises；Those with less than 5 employees or operating income of less than 10 million yuan are micro-enterprises。

(5) Retail Industry。Those with less than 300 employees or less than 200 million yuan in operating income are small, medium and micro enterprises。Among them，50 employees and above，Medium-sized enterprises with operating income of 5 million yuan and above；10 employees or more，Those with operating income of 1 million yuan and above are small enterprises；Those with less than 10 employees or operating income of less than 1 million yuan are micro-enterprises。

(6) Transportation Industry。Those with less than 1,000 employees or less than 300 million yuan in operating income are small, medium and micro enterprises。Among them，300 employees and above，Medium-sized enterprises with operating income of 30 million yuan and above；20 employees or more，Those with operating income of 2 million yuan and above are small enterprises；Those with less than 20 employees or operating income of less than 2 million yuan are micro-enterprises。

(7) Warehousing Industry。Those with less than 200 employees or less than 300 million yuan in operating income are small, medium and micro enterprises。Among them，100 employees and above，Medium-sized enterprises with operating income of 10 million yuan and above；20 employees or more，Those with operating income of 1 million yuan and above are small enterprises；Those with less than 20 employees or operating income of less than 1 million yuan are micro-enterprises。

(8) Postal Industry。Those with less than 1,000 employees or less than 300 million yuan in operating income are small, medium and micro enterprises。Among them，300 employees and above，Medium-sized enterprises with operating income of 20 million yuan and above；20 employees or more，Those with operating income of 1 million yuan and above are small enterprises；Those with less than 20 employees or operating income of less than 1 million yuan are micro-enterprises。

(9) Accommodation Industry。Those with less than 300 employees or operating income of less than 100 million yuan are small, medium and micro enterprises。Among them，100 employees and above，Medium-sized enterprises with operating income of 20 million yuan and above；10 employees or more，Those with operating income of 1 million yuan and above are small enterprises；Those with less than 10 employees or operating income of less than 1 million yuan are micro-enterprises。

(10) Catering Industry。Those with less than 300 employees or operating income of less than 100 million yuan are small, medium and micro enterprises。Among them，100 employees and above，Medium-sized enterprises with operating income of 20 million yuan and above；10 employees or more，Those with operating income of 1 million yuan and above are small enterprises；Those with less than 10 employees or operating income of less than 1 million yuan are micro-enterprises。

(11) Information transmission industry。Those with less than 2,000 employees or operating income of less than 1,000,000 yuan are small, medium and micro enterprises。Among them，100 employees and above，Medium-sized enterprises with operating income of 10 million yuan and above；10 employees or more，Those with operating income of 1 million yuan and above are small enterprises；Those with less than 10 employees or operating income of less than 1 million yuan are micro-enterprises。

(12) Software and information technology service industry。Those with less than 300 employees or operating income of less than 100 million yuan are small, medium and micro enterprises。Among them，100 employees and above，Medium-sized enterprises with operating income of 10 million yuan and above；10 employees or more，Those with operating income of 500,000 yuan and above are small enterprises；Those with less than 10 employees or operating income of less than 500,000 yuan are micro-enterprises。

(13) Real estate development and operation。Those with operating income of less than 2 million yuan or total assets of less than 100 million yuan are small, medium and micro enterprises。Among them，Business income of 10 million yuan and above，Medium-sized enterprises with total assets of 50 million yuan or more；Business income of 1 million yuan and above，Those with total assets of 20 million yuan and above are small enterprises；Those with operating income of less than 1 million yuan or total assets of less than 20 million yuan are micro-enterprises。

(14) Property Management。Those with less than 1,000 employees or operating income of less than 50 million yuan are small, medium and micro enterprises。Among them，300 employees and above，Medium-sized enterprises with operating income of 10 million yuan and above；100 employees and above，Those with operating income of 5 million yuan or above are small enterprises；Those with less than 100 employees or operating income of less than 5 million yuan are micro-enterprises。

(15) Leasing and business service industry。Those with less than 300 employees or total assets of less than 1,200,000 yuan are small, medium and micro enterprises。Among them，100 employees and above，Medium-sized enterprises with total assets of 80 million yuan or more；10 employees or more，Those with total assets of 1 million yuan and above are small enterprises；Those with less than 10 employees or total assets of less than 1 million yuan are micro-enterprises。

(16) Other industries not listed。Those with less than 300 employees are small, medium and micro enterprises。Among them，Medium-sized enterprises with 100 or more employees；Those with 10 or more employees are small enterprises；Those with less than 10 employees are micro-enterprises。

五、The classification of enterprise types is based on the statistical data of the statistics department。

Six、This provision applies to enterprises of all types of ownership and organizational forms legally established within the territory of the People’s Republic of China。Individual industrial and commercial households and industries other than these regulations，Refer to these regulations for marking。

seven、The upper limit of the standard for medium-sized enterprises in this regulation is the lower limit of the standard for large enterprises，The national statistics department formulates the statistical classification of large, medium, small and micro enterprises based on this。Relevant departments of the State Council will conduct relevant data analysis accordingly，Enterprise classification standards that are inconsistent with these regulations shall not be formulated。
